CBN grinding wheels cut "cool" without rounding on HSS, maintaining the abrasive edge for a long time. Diamond wheels should not be used on steel: the grains quickly round off, losing cutting ability.
What materials can it work on?
Depends on the tool's geometry and material: HSS for common steels, HM/carbide for hard steels, CBN for HSS and case-hardened, diamond for carbide.
